Can a 3rd party play a tactics card (other than troops) to affect either 2 players engaged in war ?
For an example player 1 declares war on player 2. They both place troop cards during the troops deployment phase.
Then player 3 decides to play an artillery card and targets player 2 destroying two troop cards
Did player 3 make a valid move ?

I love Risk so I wouldn't mind playing this, I'd miss the theme and extra rules of the themed Risks, the board and the game pieces though that create that epic feel, so I'd choose another version to play nearly every time unless I had to go somewhere where I couldn't bring a large box or would be nervous about it. I think it's also about time Risk experiments with their combat system, yeah it's a staple but by now it can be improved upon and it might draw in some people who right now write off any game of Risk as too random (which even I admit, it often is). Most of all I feel like if you develop a bit of game sense for this game it becomes pretty clear what you should do and you'd just be going through the motions at that point, whereas on a board determining the 'right' strategy is more complex. Still seems like a decent game for the price point though.
