I understand the quota may have been low because of the Great Depression, and I guess that’s why they made it a policy to fulfill only a fraction of the already low quota? This resulted in people waiting for the United States, who gave them false promises, to come through, only for them to big individuals down with paperwork until many were murdered. A number of them would have taken another escape route had they known they were being hoodwinked. (I guess Germany was also hit hard by the depression, but look where that went…)

It was after the great depression. It was worse in the USA. People did not have food. That is why quota was low.
