Both, equally as talented but Federer is just slightly more effective in his game, better shot selection, and playing the big points better as well. Sometimes with Dimitrov, we don’t really know what his game plan is, or what he is trying to do on the court whereas Fed always seems to know what to do i.e being as aggressive as possible.
Actually, Dimitrov's shots are almost identical to Roger's, and they could be almost as effective as the swiss great's shots are... but what's different between them, is the way the two actually play the game. Federer is extremely aggressive, rarely accepts neutral rallies of more than a couple shots without driving the ball and trying to open the court, and he cuts angles superbly, closing a lot of points at the net with a very high percentage of success. Dimitrov Is as good as Roger at the net, but he's not nearly as good at cutting angles and rushing to the net (when he does, he has to run a much longer way to get to the net), he accepts much longer neutral rallies, putting much less pressure on his opponents, and he tends to trust too much his defensive skills.... which of course are very good, but such a player should tend to play mostly offensive tennis, saving his defensive skills and his stamina for when he really need them We've to say that this season he's playing more offensively than ever, though.
Honestly I’d say Fed is an A+ and Dimi is an A-, the difference in level is very small but important among top players. A C player would be about Top 300
i don't know why they keep telling Dimitrov is baby Federer. the difference is quite big! he doesn't have forehand or backhand like Federer neither his footwork.
When your OPPONENT is CONSISTENTLY returning YOUR serve for Winners, there is something seriously wrong. For example, you might be playing against a GOAT of the game like RF.
Here dimitrov is playing even better than right now with his recent success. And federer is doing that to him.

I don't think they're equally talented but yeah, small details make the difference between a historic champion and a very good player of a generation.

It's the difference between an A-class player (at times A+) and a B-/C+ class player. How much a player resembles Federer, it's not the same at all.
