When it comes to Odie, I can best describe him as the original Ferb, where they don't really need words to convey what they mean. It's like what Red says in Pokémon Masters "Words are unnecessary."
I think I vaguely remember an episode where odie talked and the first thing they made him do was file John’s taxes (this happened in the 3D Garfield show)

I think it’s because, that one scene when the cat villain tried talking to humans, and all they heard was “meow”, I think odie was supposed to be a clue to what humans really hear, it’s not that he can’t talk, because obviously Garfield understands him, it’s just they wanted to show us that the animals appear to be barking or meowing and what better way to show it, than taking the “sidekick” and making them “not talk”.
There was an episode of Garfield and Friends called "Mistakes Will Happen", where Garfield and Odie watch the titular episode in response to letters they've received from viewers saying they spotted mistakes on the show. The episode is ripe with both animation and dialogue errors, all done on purpose. At one point, Garfield asks Odie, "Can you believe Pete trying to scare us like that?", to which Odie tells him, "I don't know, I'm kind of scared."
Odie was also smart in the 3D Garfield movies like Garfield's Fun Fest when he needed to be. He solved those riddles during the journey. Odie is smarter than we give him credit for.
In fact, in the movie, they show us that the animals aren't able to speak like humans, but in this cartoonish world, humans seems to be aware of the intelligence of some animals, and that's why someone created an app that's able to translate some of the common animals when they speak, such as cats and dogs (or just for the laughs, but it works, so it doesn't matter). There's actually an old Garfield comic strip dating back to 6-15-1980, and featured in the fourth collection book "Garfield Weighs In" where Odie briefly says something in a thought balloon. Said comic is so old, it features the mysteriously disappeared Lyman, Jon's room-mate, and Odie's original owner.
Hilariously enough, in the animated movie, Odie is voiced by Harvey Guillén, who also voiced Perrito from Puss In Boots 2, he voiced 2 dogs in 2 animated movies, good dog.
