This is Forest Law, he crashed with Paul Phoenix's bike and he fights the following tournaments is his father, Marshall Law, to get the money to pay for his treatment. Forest only appears in games out of history, such as TT2

That's the in-game explanation. The real-world reason was that apparently he was very poorly received as a character by the players compared to Marshall Law.
