So it could be a glitch in the game or, a player with a witch hat accessory on their avatar because the witch hat makes laughing noises. Hope this helped you!

The creepy laugh is actually a clown laugh. That has happened to me before and it was super creepy. Here's the story:
So one day I was playing Brookhaven with my friend and we were just talking at the spawn about what RP we shall do. Until, we started hearing a creepy clown type laugh in the background. After this, we decided to check the whole brookhaven map and we found nothing, until we went near the Brookhaven stables. There was actually a clown who was waving at us. First I saw it at the mountain near brookhaven stables. After that my friend saw it on the fountain at the spawn. We were so scared, so we decided to leave the server. My friend said that she'll play later so I decided to try it in another server. So I joined the another server of Brookhaven and I started to play and I went to the Brookhaven club. I was just dancing like other people were, until all of us started to hear the sound AGAIN. This time it was very creepy. The next day I joined Brookhaven again and a guy was saying that there is a new hacker girl who is gonna be hacking Roblox Brookhaven soon. This made me scared. And then the guy disappeared. I heard the laugh for like 4-5 days and now I don't hear it but ya if you guys stay in the game for like 20-30 minutes, maybe (idk irl) you can hear it.
Thankyou guys for reading this. And ya, make sure to beware of this sound in Brookhaven cause you might see figures which are not there. If you get scared of small creepy things then don't even dare to check.

Edit: I just found out how to scare your friends using this creepy sound in Roblox Brookhaven. So first of all, you'll gonna go to the avatar and then put on the code; "305888349" in the ID code section. And it will give you a hat which makes this sound and then you'll be able to scare your friends. I have done that too. If you don't believe me then you can search it on TikTok or CZcams. "How to scare your friends using a creepy clown laugh in Brookhaven?" And you'll get the answer.
Its a roblox hat that makes the sound its nothing
