Bans on the speech of government officials diminish us all. There have been new laws in Germany and an EU proposal for a "Democracy Shield" that amount to a modern demand, like Maxwell Smart, to bring down the cone of silence. But the cone of silence did not work in Get Smart and it does not work for democracies today.
