To give you a head start from just this reply, it’s a circle shape layer with just a white stroke, blurred with fast box blur, and keyframes on the size and stroke width. Eased from fast to slow on the speed graph. Then make an adjustment layer with Displacement Map on it and point it to the circle shape layer with effects and masks selected 👍
