Two roads, 3-4 lanes, but no bike path and standard 50km/h limit like in the whole city. People go 100km/h+ on these and cyclist MUST ride on them. They see more than one lane and think it's a highway, motorway or whatever anyone calls it. Man, that is wild mix of east, west and USA for sure. But even in those places, bike infrastructure is incomplete in most cases. Bike lane ends at the sidewalk with no possibility to go back on road. To get on the road in worst case scenario it would mean to break the law 3 times, vs just breat it once riding on the street and ignoring obligation to ride on bike lane/path. What are you supposed to do? But riding on the street from the beginning ignoring the incomplete bike path that is no use for you will result in drivers yelling at you because "ThErE iS a BiKe LaNe RiGhT there". And back to laws - it is not defined what is part of road and what is not. In most EU countries if bike lane is parallel to the main road, cyclist have right of way. In Poland according to some laws it is part of priority road, according to some - it is not. Meaning, that sometimes bicycle has to yield to a car that is joining the main road, and sometimes not and he doesn't even know when is when. Some places look identical to each other, but laws will aplly differently according who is land owner or if there were only markings on road or standing sign too. Some signs definitions saying they apply to ?road? (asphalt, grass, sidewalk and bike path), and some signs only apply to ?road?
