Lance you need to find out who's sending in the complains and go talk to him/her. Like make them explain and maybe you can find an explanation, or just conclude that you aren't the one making the noise
I don't think he can if someone calls it in anonymously. It might be petty people who watch his vlogs who are the ones calling in the complaints just to get him in trouble to see if they can get him evicted. Lance could have put in a complaint about his upstairs neighbor for smoking weed in the apartment.

And I guess the only people who can hear them if they're loud are either the ones living over, under or on the side of him, so there's not that many to choose from.
