(What I mean is that some heroes be can matched with a villain to be doing the same thing yet the villain is seen bad because of how society portraits them, some villains aren't really villains more heroic, while some heroes aren't really heroes more corrupt/evil then there is the heroes that really care about safety and the villains who really care about achieving their goal one way or another. Some villains and heroes have hearts while some, don't villains that don't have a heart are usually broken in their childhood to see anymore "good" while heroes that don't have a heart are usually just wanting to kill the villain because they would be seen as "good")

Toga was neglected and mentally abused because of her quirk, shigaraki was abused and accidentally killed his family when his quirk randomly showed up, dabi/touya was used for his quirk and then thrown away when he couldn't control his quirk. None of the heroes helped them.

I believe he is an anti-hero. The term "villain" and "hero" are considered jobs in the hero society. An anti-hero is a hero who has good intentions or agenda but to achieve it, they may do certain things considered "unhero-like" like torturing, killing, etc. (Like Batman). In this situation, Deku probably became a villain so that he can move freely without any limitations of being a hero (Laws and stuff). Just like Stain the Hero Killer. He is an anti-hero. His intentions are good, to cleanse the World of fake heroes so that real heroes would exist. He is achieving it by killing heroes he deemed unworthy.
