    Sound like the auto choke is the problem, when those carburetors get old and worn you’ll start to have all kinds of problems. I would just replace the carburetor with a Dellorto 14.12 with manual choke, but you’ll need to buy the intake adapter for as well due to it being a clamp style part. Good luck with it.

    A mate had an older Tomas moped that would knock the auto choke off as soon as you throttled it - had to leave it to warm up without revving it until warm. I would replace the auto choke with a manual one.

    Things I've done so far
    - Pulled the carb and sprayed A LOT of carb cleaner all over the inside. Made sure all the holes got hit.
    - Replaced fuel line
    - Installed an inline fuel filter
    - Pulled gas tank and washed it out with water / vinegar blend
    - Replaced the petcock

    I thought about adjusting the the idle but once it's warmed up, it seems to run very similar to my other Express
    I'm wondering if the auto choke is the problem?

    try turning up the idle screw on the carb? it may also need a carb clean even though it looks clean on the outside the inside of the carb is probably all gummed up
