There are plenty of options that you can take advantage of to burst Balteus' shields down for sure, energy weapons with the right build are high alpha or high dps so they definitely can do the job.
I honestly feel it's fine to fight Balteus with less anti-shield weapons. The key thing is that shield doesn't regenerate, while ACS does, so you can very patiently whittle down the shield, but keeping pressure high when the shield is down is essential to deal a lot of damage before the shield comes back on. That's how I played. Very patient when shield is on, then go full throttle when it's down and ACS break Balteus as many times in a row as possible.
yea it does counter it but man it barely does any yellow stagger. first time i fought balteus i ended up ditching the pulse gun for the rifles and finally get to beat him just after 3 tries when it probably took 30-40ish failed attempt when i fought him using the pulse gun.
in theory it's the best counter to pulse armor, but man I hate the way it feels to use. ended up taking double spas12s and brute forcing the shield down.

From what I can see, the main change is much weaker missile tracking, so you might be able to get away with a single dash and generally less tight movement. Apparently the other bosses were hit harder by the nerfs. Well, there were mods to make the game easy mode, so I'm sure there will be mods that revert to hard mode.

The boss of Chapter 4 got its second-phase damage lowered (only affects lightweight builds that previously got very easily wombo-combo'd into oblivion) and its staggers for longer post-nerf (although certain builds could already two-shot it using the pre-nerf windows).

sorry, I keep seeing Jeremy try to dodge those balteus missiles by just sliding side to side and all that usually does is cause them to make an easy turn in the air towards him so they just end up chasing him instead of actually being dodged. sometimes juking into or otherwise towards the enemy or attack works.
The Tetrapod's cannon still slips me up tbh, and it does crazy dmg for a MT, I feel for him. I've beaten the game several times over, but I can't Perfect the Tetrapod MTs, they hit me even when I QB/try to dodge 🤷♂

This is interesting; this is the complete opposite reaction I had to the boss; I grinded and trained with other similar weapons that could deal more impact damage at a faster time of fire rate for my area of focus; meanwhile he was focused in on using the bubble gun, what the game tells you is best against shields.
