Hmm. I always put my inner tube inside the tire first and give it a bit of air just to puff it out and remove any creases... Then slip the tire on the rim and fill it up.

I leave my tyre size parameter at around 21.5 inches. It gives me a pretty accurate speed readout. I used one of those radar displays they sometimes have on roads to accurately set it. Happy riding
