Commentators are generally of the opinion that this is a Makki Surah, although some traditions narrated by Hazrat Abdullah bin Abbas, Ikrimah and Qatadah say that it was revealed in Madinah. But, first of all, there are other traditions from the same authorities, which contradict this view. Secondly, its text is more similar to the Makkan surahs than to the Madani surahs. Rather, it is known to belong to the early period of Mecca. However, there are several authentic traditions which testify that it was revealed in Makkah many years before the Hijra.
It is narrated in Musnad Ahmad on the authority of Hazrat Asma bint Abu Bakr (RA) that I saw the Messenger of Allah (PBUH) praying in the compound of the Ka'ba, which had a corner facing it. "The black stone" refers to the time when the divine command, fasda bima tamr ("therefore, what you are being commanded") had not yet been revealed. At that time, the polytheists were listening to the words recited by them in prayer, "Fabi'i al-Alai Rabi Kuma Tukazi-ban." This shows that this Surah was revealed even before Surah Hijr
