Our theme of the edition is "Living with Water, Space of Prayer."
世界的なCOVID-19の蔓延からようやく次の時代が見え出した今、私たちは再び観光と地域との問題に向き合います。この数年で加速した人口減少、安定しない世界情勢、その中でこれからも続くCOVID-19が引き裂いた観光と住民の関係。
As the next era finally begins to emerge from the global COVID-19 epidemic, we are once again facing the issue of tourism and its relationship with the local community. The population decline that has accelerated over the past few years, the unstable global situation, and the relationship between tourism and residents that COVID-19 has torn apart that will continue in the future.
変化の時代に見るべきことは、数百年の時間が経っても変わらないもの。近江の国は豊か水源を背景に豊かな暮らしが静かにつづいてきました。　
今年はその滋賀から観光のこれからを考えると同時に、世界と再びつながる日本の観光のことを考えます。
What should be seen in times of change is something that remains unchanged even after several hundred years. The country of Omi (Shiga Prefecture), with its abundant water resources, has quietly continued to offer a rich lifestyle.　
This year, we will consider the future of tourism in Shiga, and at the same time think about Japan's tourism that is once again connected to the rest of the world.

日本国際観光映像祭は地域の魅力を伝える観光映像を広く世界に届けるお手伝いをします。人類にとって旅とは何なのか、から、デジタルマーケティングやVR映像まで。熱く語り合う映像祭を開催します。映像祭では日本の地域の魅力を含んだ映像を見出し、評価して表彰し、世界に届けるための観光映像コンテストを開催します。
The Japan World's Tourism Film Festival helps to deliver tourism videos that convey the charm of the region to the world at large. From what does travel mean to mankind to digital marketing and VR films. We will hold a festival of passionate discussions. The festival will hold a tourism video contest to discover, evaluate, award, and deliver to the world videos that contain the charms of Japan's regions.
