A Vallejo Police Department whistleblower has settled a lawsuit with the city for close to $1 million. Former Police Captain John Whitney was the one who reported allegations of badge bending to the city. Police don't stop crime or reduce crime. At BEST they show up AFTER the crime and take a report. It's rare they get to a crime in progress. If they do, it may not matter (Uvalde).
