It's possible. However, if this is a 390, the one thing that's missing on the car is the Thunderbird emblem on the sides of the front fenders that indicate the size of the engine, starting with the 390. For '63, the emblems were installed for the 390, 406, or the 427 engines.

That engine might be a 390 they were painted gold and the 352 where painted blue in 1963

yea for sure, we haven't done enough poking around to know either way yet, but good call!
The left front finder has appears to have 3 holes where the engine emblem would have been mounted.
To know what it came with from the factory you just gotta look at the Vin, I think a Q code would be 390. On early cougars anyway it is an S code
Those bumper overides are worth some bucks.
