Heck, Schoolhouse Rock did try Computer Rock in the '80s, but so much of the info presented in those shorts is very dated and forgotten compared to the more memorable shorts (up through Science Rock).
"Little Twelvetoes" is the strangest of the Multiplication Rock songs. The strangest concept, and the strangest song with the strangest chords. Those chords give it a really creepy vibe. The concept of a base-12 number system would be familiar to kids who had been taught New Math in school. (Tom Lehrer's song "New Math" explains it.)
Composer-singer Bob Dorough said "Little Twelvetoes was very hard to play, not least because he had to speak the words naturally instead of singing them, except for the chorus and the multiplication table.
ABC ran reruns of H.R. Pufsntuf September 1972-73 and from 1973-74 Sunday Mornings. It originally aired on NBC 1969-1971.

Was this recorded around Fall 1973 or more possibly, 1974? If so, what day and month is it?
Sometime during the spring/summer of 1973, as The Osmonds was dropped from ABC's fall 1973 lineup, with Superfriends taking its place. There's no promos for any primetime shows or local news hints, so that's about as approximate as we know.

It's actually a good tool for young kids to realize mind and motion connection. Physical therapists still use it or a similar version.

How come these ads aren't in color?
I see colors but it’s very desaturated. Probably the degradation of the recording media, which I cannot say for sure what media that was.
I'd imagine this was recorded on a 1/2" reel-to-reel, which were more prone towards degradation from improper storage compared to later formats (VHS, Beta).
