  • At Central European University in Budapest, Harvard University's Joseph Nye discussed his overarching concept of global power in light of the new challenges of the information age. Nye, with a decades-long career in public and academic service, stressed that changes in communication and changes in the global balance of economic power, especially between the US and China, are not to be feared, but will require increased cooperation in a multipolar world.

    We continue to engage in conflict over the control of territory and particularly over the natural resources to be gained by territorial control. Thus, despite the information age, and despite the expansion of social-democracy as the form of government shared by a significant number of nation-states, the dynamic of nation-state power has not changed greatly from the past. The formation of the United Nations, for example, has not prevented almost continuous wars between regional neighbors since the end of the Second World War. Where invasion of the territory of one people by another is not a practical strategy, the solution is to channel sufficient funds to a country's leaders to obtain resource extraction privileges at far below the full market rents that should be charged. This is colonialism barely disguised.
    In response to Professor Nye's suggestion that the power of a society is measured by "per capita income" I would counter that the real measure is that offered by the philosopher Mortimer J. Adler. This is whether the entire population of a society has access to the goods of a decent human existence. The number of societies where this condition exists is small indeed. Neither China nor the United States meet this test.

    Soft power is not a form of power, it is a form of submission. There are only three ways to get someone to submit. Voluntarily, through trade, or through coercion. What he calls “soft power” is voluntary submission.

    Joseph Nye overestimates American soft power, a major component of American soft power is economic opportunity. Today, many other nations offer economic opportunities to both their citizens and foreigners. He talks about educational opportunities, but the lock down of America after 9/11 showed that other nations (in Europe) can offer the same opportunities with less hassle.
    He hasn't realised the World is about to produce the first "post-American" generation in fifty years.

    He also believes that only Americans can lead the World in innovation. Well, the Victorians thought that way, until Germans and upstarts across the Atlantic starting innovating.
    He will be shocked to see innovation coming from the least likely of places in the next few decades.
    He hasn't also dealt with the possibility of a more open and democratic China.
