I held down both volume down button and Bixby button at the same time and held them there until the Samsung logo appeared all without a USB cable in and my Note 9 rebooted😊

Next, PRESS and HOLD both Bixby and Vol Down buttons, while at the same time you connect that usb cable to your Note 9. Continue holding down those two buttons until your smartphone' screen displays recovery menu. Now you can release those two buttons, and the final step is to press the Vol Down button.
This will reboot Galaxy Note 9 into Android OS !!
