On police reform.
We need to profesionalize the police and make it attractive even to GENZ. In developed countries
police jobs are coveted because they are well paying jobs and police are respected. many police have college degrees and are paid according to level of education.
In Kenya police jobs are seen as casual jobs but the role they play keeping citizens save can never be downplayed. many of our policemen and women have the minimum educational qualifications and thats where the problem starts. We focus on hiring police based on physical attributes at the expense of mental capabilities. Obvioulsy one has to meet a certain phyiscal acumen like being fit and not neccessarily size but that should not be the only factor.
What Kenya needs to do is start attracting men and women who have attained higher levels of education to join the service. It does not matter what degree you have you can join the police force once you have been through the training.
The pay should be pegged on the level of education one has. For instance a form 4 graduate will get paid more than someone who has not completed form 4. A University graduate will get paid a salary according to their educational background akin to that of the civil service pay by job group. They get paid a salary fit for a University graduate. A from 4 student can upgrade themselves for better pay once they have gone through policing courses to that of graduate level that Kiganjo or even universites may offer.
Promotions will also be pegged on performance and continued training for advanced courses. Course can be in Phsycology, Human interaction, public relations, just like the military have a university the police need to elevate Kiganjo and universities need to offer undergraduate and graduate courses on policing Like:
Law Enforcement Operations.
Criminal Law.
Ethics in Criminal Justice.
Law Enforcement Operations.
Criminal Procedure.
Corrections.
Crime Scene Management.
As an incentive, All police will be provided with subsidized housing, health coverage , a balloon payment for their families or next of kin securing their family or dependants incase of a fatality like death or injury. Just the same benefits a KDF officer receives.
