no... you must have multiple control centers launch with the dual key system as a voting system... this was done to prevent a Rogue missileer or single set of keys from launching on silo based systems.... tho if you had a coordinated attack with multiple silos and multiple missileers go rouge!!!

well, real missile silos don't have any guards at all. Just a barbed wire fence, and gravel paved road.
