    In January of 2000, the INS declared that Elián should be reunited with his father. The Miami relatives stalled and stalled and finally their time was up. Elián was never going to see his father again until he was removed from that house. Had they obeyed the order to return the boy to his father when they were first told to, the raid wouldn’t have happened.
