What do you use to seal up the gas filler and edge of paint ? To prevent lifting from gas fumes in cap area

Need help, anyone. I got some good crystals, but when I tried to rub off the topcoat it didn't come off. Even with 150 grit sand paper the topcoat is still hard to get off. I'm using Krylon Spray Paint. Am I using the wrong type of paint? Am I supposed to take off the topcoat sooner? Any help would be appreciated.
