Babies early on (usually until a year old) have very delicate and soft heads because their skull hasn't completely developed into the hard cranium it is later on when you hit the corner or the table at 5 years old and don't die.

Shaving a baby's head is dangerous, she didn't overreact at all. The baby's head could have gotten cut and their skulls and skin are very soft on their head because they don't start developing until they're about a year old.
