Apart from the fact, that Luffy needed a lot of help to beat them, they really seem to have become weaker while the yonkou got stronger. Not a surprise, since they spent all their time oneshotting noobs in low level areas, presumably not training either. The biggest factor to take into consideration however is not the strength but the motivation of a character. The protagonist of a shonen must by definition have he strongest, which gives him an important edge in battles against oponents who have little to fight for, even if they are way better fighters. I doubt any non Protagonist character from the worst generation would have survived a fight with them at that point in time. Still though, Moria certanly was far outmatched by Kaido even back then.
