i think rm is good but not THAT essential for boothill, i think he is good with action value supports (bronya and sparkle). especially taking advantage with the break status

Yep like I've mentioned it's not that he's bad without her, he's rlly good though her being one of his best teammate if not the best is because except her dmg boost everything else heavily benefits him, the weakness break efficiency increase(this one matters way too much), the speed boost, the res penetration(this one increases break dmg heavily),break extend,break effect boost and ofc her own break dmg appears more aswell as he keeps breaking enemies too much so overall yeah I hope you get the point

Since I don’t have RM I have been wondering if Bronya or Pela is better in the second support slot.

It depends on enemy weakness but I personally think if u wanna use bronya then replace hmc with her and always keep pela(if you don't have ruan mei) though do note that bronya is sp negative so at times u might be short of sp which can mess up rotation and also you need to speed tune her with your boothill for eg if boothill has 145 spd then she must have 144 so that you get boothill>bronya>boothill for 200%, without spd tune bronya in the team is useless
