I know he's wearing dielectric gloves but he touched middle phase with his forearm at least it looked like he did. At very least they would have to amputate his arm if they could get them down from there safely enough.
Can tell that the line is not really off...the rat lock he removed from the pin insulator was too close to the x-arm also one hand on the conductor n the x-arm is not good practice plus the kids near the job site. No need. Circuits under 19,900 volts. I think if it's under 19,900 it's up to you. 19,900 can jump. I did communications linework and 19,900 jumped thru the truck tire. The electromagnetic field had no complete circuit to ground while traveling thru the steel boom and truck. The magnetic field was large enough to jump right from the rim to ground. That's a foot, it jumped a solid foot to find it's solid ground. The lineman was the fuse. In the arm and out the back was where the burns were found when they checked out his dead body. The sleeves are for higher voltages, or if you feel like you need them. I'm sure they make you hot as fuck, so why wear em if you ain't got to. They're not comfortable I'm sure. I wouldn't wear em if I didn't have to.

Asbolas de sinalização também são colocadas em tensão na linha mas são colocadas por helicóptero as bolas são para sinalizar para aviacaoaerea e para as avesverem.
Se esta linha estiver energizada esse cara é completamente louco, esse vídeo deveria ser deletado do youtube para que ninguém aprenda a fazer merda na linha viva.

I guess that makes sense. Many primary distribution lines nowadays have 24,000 Volt potential now like the ones in my neighborhood.
