    First and clearly foremost, what downtown St Louis was will never and can never return to what it was. No amount of money will change that. Repurpose the ground. It must be THAT radical. It can be done in stages. Two plans have potential. The first is to use the buildings as frames for solar collectors. They can be used to collect, store and distribute power. This is a temporary stage. The second part of the plan is to utilize the area just north of downtown to collect, store and purify the waters of the Mississippi and Missouri. That process will develop construction workers and scientists. It will embrace and understand that as the climate changes, which is undeniable (!) the waters now running from the Rockie Mountains and filling those rivers will diminish. Collecting, purifying and desalinating those waters will prepare and create workers who can have long term jobs here and elsewhere. These are exactly the kind of high profile and admittedly risky plans which are needed. Re-tooling the existing buildings for show is just plain foolish. These ideas I am suggesting have strong potential.
