      I suspect it is more like when a small tree fell on my car in a severe storm while I was out of town. The sheriff's department came by and checked to make sure no one was inside/hurt and put a sticker on the window to mark that they checked it. There were a lot of much larger trees down in the neighborhood, I only had half of a 8 ft tall fairly thin 2-trunk one on my car, some of those were fully grown eucalyptus size. If someone had been in my back seat, they would have been seriously injured by the small tree, but those other ones are known to crush things like apartment buildings and houses when they fall, so when they get calls about trees down they have to check to make sure no one is in danger.
      My HOA tried to claim it was a citation for being illegally parked and that they weren't responsible for the damage to my car by their tree. I just wanted them to know I couldn't move the car until they moved the tree and ask if their tree removal people out in the neighborhood could do so. Insurance covered the car damage (which was mostly just the back windshield). They shut up real fast when I explained I had talked to the sheriff's department about it already (to let them know no one had been in the car or near it in case they had a record of it to finish out), and the tree got removed for me.
      That is why I am pretty sure the cop is checking the car and marking the car as unoccupied and immobile at the time for making sure no one is trapped/possible future ticketing if it is still there long after the snow is clear and shouldn't be. The latter is how they are usually used along the highways here. They do make sure no one is in distress (because we are very hot and dry and breaking down in the desert is a very bad thing), but if you just leave your car abandoned they need to know how long it was there in case it is someone else who comes by and looks at the tag. There are penalties for fully abandoning it, but leaving it to go get gas or help and coming back later is allowed.
