The said Examinations are NOT conducted DIRECTLY by GOI
and Examinations are conducted by Constitutional Bodies
Also Questions of Examinations need to be sent at least ONE day before the Date of Examination to where the Examination is to be held
Then the Question papers are in Custody of the Head of the institution, generally educational institutions where the The examination is to be held
Usually such Institutions are under LAW and CONTROL of State Govt and in this case
Head of such Institutions and some staff members in a STATE Leaked the Question Papers
So the matter is STEALING happened in a STATE Govt controlled INSTITUTIONS and a MATTER for INVESTIGATION by DEPARTMENTS for maintenance of LAW and ORDER which is now being done properly by CBI
