IELTS is important I think for Ljubljana university and for Maribor university you don’t need it as I heard but further you can send email to the university they will let you know more better.

Thank you much the professor said to me that arrange your funds for 1st year of PhD then after I will be here in the university then other scholarship living expenses will be granted if applicable.
