They should make underground homes in these areas!
This is a real question: Why aren't homes built to withstand tornado winds? Why are plywood homes built in high risk areas? Yes, the home may cost more to build, but I think, it'll reduce so much destruction.
There’s not much that can with stand these types of wind speeds. Most people in the rural areas do not want to pay more/ can’t afford to pay more. First hand experience ( they think $650 a month rent is expensive ).

It’s just very costly to make a house to survive a tornado, basements are the only solution for tornados. The winds in a tornado are so fast even poker cards can impale trees.
Because America is cheap and puts profits over lives.
The building museum in DC addressed this decades ago. Local codes dictate these things and local governments just don’t care to address it. It’s national insurance companies and federal aid that has to come in to fix it after storms. Local codes just don’t have it on the radar….
