You state that such submarines are already available in one region of the world. Where would that be, exactly? Where are the shipyards building them? I haven't seen or even heard of any such construction.

I see no possibility that this pipe-dream could ever be realized. Private yachts have extremely strict international regulations that govern ever aspect of construction, maintenance, operation, registration, safety systems and insurance. A Yacht Captain has very stringent requirements of education and experience as do Yacht crew. Yachts are required to provide constant satellite signalling identifying the vessel and location. Besides all of that, the construction of any large viable submarine would result in basically, something that looks a lot like a military submarine. Submarines do not have drop down side sections or anything of the sort as these are guaranteed points of failure. Nothing about any of these fanciful designs reflects proven technology and would never be permitted to operate in any area of the world. If you could even produce a working 50 foot vessel I would be surprised. FYI-most of the internal areas of a submarine are taken up by fuel tanks, hydraulics, life support systems and batteries. There is little room for much else. Such "luxury submarines" would also require quarters for the crew. They would also require sonar systems and all the related electronic navigation systems that require highly specialized technological skill to service and operate. Is it possible to build your own personal submarine? Yes but it would look pretty much like any other submarine and be far from luxurious. Being able to actually operate it is another thing entirely.
Considering the international instability…. If you have the resources you can do it.

Hard to understand what you are saying about this. On the one hand, you talk about them like they are already available then say they are "expected" to cost a certain amount. None exist and none are being constructed. All you have are computer generated images and the only thing one can find about this "CEO" are self promoting references to this fictional submarine company.
