Maybe she wore the hat deliberately to cover her eyes, as she knew that she would be emotional about this. I think it was perfect, it lent a touch of mystery, and coyness. It allowed us to see that behind the bright lights and glamour, these celebrities feel deep emotions just like the rest of us
i think it was because she was in the middle of her lemonade era, and in the midst of her formation world tour - she even had a show that night. I think her outfit for that night was to keep in touch with the new orleans gothic-type theme of her tour! the hat was most likely a nod to her tour and the formation video i think

I guess it's common sense that when you are new to the business you don't have the big money just yet but I would have never known that all of her outfits weren't high end because they all were really beautiful.
