Hi Jeff, you can set the valve without having to find TDC, all you do is turn over the engine until say the intake valve is fully open so the exhaust valve will be fully closed and then you can set the exhaust valve lash and then do the same for the intake valve but before you do anything make sure that when you turn over the engine that the exhaust valve bumps open just before TDC, if it doesn't then the automatic decompressor on the cam is shot and it will need a new cam to work correctly

I'm in the process of trying to save an old Toro ride on mower that's been broken down and left outside for many years. When the spark plug is out, the engine turns over ok but when the spark plug is back in there seems to be a hard spot as the piston comes up which is even stopping the starter motor from moving.

On a 19.5 Briggs and Stratton there is only one valve cap when adjusting the valves.. which valve does this go on the intake or the exhaust
