(Toss up between Overhaul and Wolfram, but I give it to the former because of him attempting to sell weapons of both quirk destroying and quirk recovery bullets to have a monopoly on quirks.)
Pride: Gentle Criminal and La Brava
(All they really want us fame from being criminals.)
Envy: Lady Nagant
(This might seem like an odd choice but she wonders why heroes can be like Deku and Hawks when she can’t be like that.)
Gluttony: Nine
(Again, weird choice, but he wanted a regeneration quirk because his power kept destroying his body.)
Sloth: Rappa
(Like many who joined the Eight Bullets, he had lost meaning in life and only cared about doing what was asked of him.)
Lust: Toga
(She’s a yandere girl who obsesses over Izuku and Ochaco to an unhealthy degree.)
What about Mustard?
It's crazy how All For One is so evil that he straight up barely has any feelings positive or negative about anyone. He needed Shigaraki's passion to fuel his quirk to overcome One For All

Also to point out something less evil on Stain's part: When all of the villains were escaping from Tartarus, one of them mentioned how he was going to rape a bunch of women. Stain killed that man in no time at all over the hundreds of other vilalins that were escaping as well lol

For the most part that is true. But if your a manga reader you may have noticed muscular break out a bunch of random villains in a flashback, so muscular is actually a gigachad to villains for no actual reason.
But in general, muscular is worse than overhaul.

Bakugo is not a villain. He's bullied deku because he was jealous and insecure about deku receiving one for all. And plus he apologized to deku for everything he's done.

ngl i like Stain. Yes he's a villain but he only wants pure heroes around. I mean he hates corrupted heroes which i agree. i love that he actually is a fan to all might. he's crazy and cruel but only to ppl who is corrupted. he doesnt even harm women or children so he does have sorals. also i like toga as well. i just feel so bad for her, i honestly would accept her. i also loved twice. his death was admittedly sad
