I found one problem: You need to upgrade Elementor for adding CSS code.

Yes, the theme custom css option can be used in either case.

You can get custom css for elementor using one of the various elementor add-on plugins in Wordpress.

Yes, it can be done. You can use CSS below or use respective selector by using inspect page.
