8:59 the ribbon is yellow handkerchief. it means waiting and meeting. caz seotaiji retired in 1996, but returend in 2000. so his fans had the yellow handkerchief for him 'we were waiting for you and thanks for come back'.

Just as you guessed, Internet War is about people arguing with each other & other weird stuff that happens on the Internet, so it applies today just as it did 25 years ago & will probably apply in another quarter century from now. Also, Seo Taiji channel just recently uploaded a newly remastered 4k-upscaled video of a live stage performance of one of his other notable songs "Feel the Soul", also from the same era of Y2k when he still wore red cornrows, so you may be interested in reacting to that. That assuming his channel won't block it, but you could certainly try, since your other reactions of his videos are still up, like the one above.

This was not the concert but pre-recorded coverage. that was no charge.
Instead, People had to line up before the 1-2 days because people could enter the area for the show by order of arrival.
In 2000s, unlike now, the broadcasting system in Republic of Korea (ROK) was not perfect and suitable for live performance because there were not a lot of sound equipment for the live show.
Instead, most of singers and musician had to do lip-sync and/or hand-sync performance.
"To solve this matter, Seo Taiji established the pre-recorded coverage system for the first time in Korea.
For the show that you see, he and sound equipment company built the stage and set the instrumental equipment in the swimming pool of Famous hotel. (Walkerhill Hotel, Seoul, Korea, I guess.)
In other words, he performed his show out of the broadcasting building = brand new attempt. Nobody performed like him at that moments.
I would like you to review Seo taiji's song, called "Watch out" (2004) MV and Live performance in Quiet Night concert (2014) if possible, next time.
PS) ~8:48 the Korean words that Seotaiji said and you wondered is "This is the war" :)
