basically you are required to pay that fee in second iteration to CONFIRM that you want BITS as your college ...it is due to this that you cantfreeze your seat ...

No , you might end up getting chemical or even lower branches . It's really not worth it . Dropping a year is better in many cases as there s no guarantee na
Dropping an year is better if you are not a dropper already. Branch MUST be your first choice as it is gonna stay with you forever. Prefer joining a tier 2 college with your preferred branch than an unreliable Dual degree at BITS. Please try to understand that this fascination for tags(BITS, IITs etc) does not stay for long. Hope this helps and will let you take an informed decision.
