Discord has a server template system that you can just apply to your server.
But you need admin perms to use it. Also, it just creates a copy of an existent server (without messages and all of that) so basically this works for anyone who doesn't have a server or admin in a server they want.

Also, it needs admin perms, yes, adding the bot/using the bot ALSO needs admin perms
And about the existent servers without copying the messages(contents), the bot won't do it for you either. So you're pointing out things that is possible for both sides and also impossible for both sides.They're equal.
