I think Pendulums can fit perfectly in Toons, so long as they're used as a form of role compression. They don't even need to be used for Pendulum summoning specifically. Instead they can either be spells or monsters that further the normal Toon gameplan, just in different ways depending on what you need at the moment. Like you can have a Pendulum where the spell effect is a Kashtira Birth, while the monster effect can be some quick effect disruption that messes with the opponent in unique ways, like have them add a card from the opponents grave to your hand. And it's not like you CAN'T have these effects. Toons based off normal monsters tend to have original effects, and there's plenty of vanilla Pendulums with no effect at all. Dragong, Flash Knight, Fire Opal Head, and Mandragon are all perfect canvases to work off of.
I'm thinking that the biggest problem of Toons being pendulum would be the random logic of how do you showcase the main character using performapals and wanting everyone to smile when 90% of his deck (sans odd eyes and magicians) would be given a Toon makeover because of the way it is portrayed in the anime
Predaplant is the example that you don't need 70% pendulum cards in your deck, if you want to do a Pendulum summon. Predaplant Engine can give you both scales to pendulum summon without any restriction. With proper support, I think 2-3 Pendulum monsters are enough to do a pendulum summon in Toon.
I think you hit the nail on the head for good Pendulum card ideas. But if I had to throw something out there on the table, then it would be pendulum versions of Elemental HERO Avian & Burstinatrix, and add a free fusing effect onto them maybe. Lastly add to the extra deck a Toon Evil Hero Inferno Wing... because why not I guess? Hahaa!

And most importantly their lore and aesthetic matches the Arc-V protagonist's on all the key aspects.
Away from Toons now, We all now that ritual and pendulum are two dead mechanics. But what about making a new archetype who uses these two! Maybe they can help each other and even create a broken combo! And I would love to see it.

MAybe give it an effect where after a few effects they "fall" back to the monster zone, coyote time style.
Actually, I incorporate Pendulumoon, Pendulum Witch, and Dark Doraido into my Fortune Ladies, along with Spellbook Spell cards and they actually synergize well together.

You could also just print Toon Timegazer Magician and Toon Stargazer Magician, and instead of having them protect Pendulum Monsters, they protect Toon monsters. They are the most iconic scales in the game, it's not that hard
I personally would love parodies of master hand and crazy hand from smash bros as the pendulum scales. The right scale would be one of them coming out of the right side of a book, and the left scale would be the other hand coming out the left side of the book. It would never happen. But man i really wish it would.
Toon time breaker magician, it's a scail 2 with the effect of helping other pendulum monsters from being distributed like toon cards like to do anyway and the monster effect is a simple pick a monster on the field and for a turn it's not on the field, this can be used to just to stop a gate card, a wall or a troublesome monster, I feel that time breaker magician could be a good enough fit. Your thoughts all?

Look at Lunalight, and current Melodious. 2 pends can work fine if you support the archetype with ways to set up the scales. Also I think it would have made more sense to just do the most Iconic Pend Archetype signature monsters as toons. Odd eyes Pendulum Dragon and any one of the D/D or D/D/D monsters would have been easily transfered to tune form.
Pendulum is the most xenophobic mechanic in the entire game. There's a reason almost no archetype got pendulum legacy support during the Arc-V era; the mechanic wasn't designed to be generic, but to only work with itself. Either your entire deck is pendulum based or none of your cards are.
I don't think Konami forgot Pendulums. I think they realized they are a mistake. I hope we don't get any Pendelums as they make Non-Effect Monsters even more obsolete. Konami better finish printing the anime support that is missing. Where are my Beetrons? Armor monsters? Oricalcos GIGAS?
I agree that they haven't forgotten them. I think they're being careful with them since they can very easily break the game. They've been making a decent amount of pendulums this past year or so. Valmonica and supreme kind are rogue, and shs and melodious are easily set up scales (the later is easier to use and has a better scale, but only works for light monsters)

You know could have look at the monsters in the Duelist Kingdom arc. With all the crazy effect they made up could be used as spell effects.
