GRRM apparently told the show's producers about Aegon's dream/prophecy, and personally approved the dialogue that the King had with his daughter about this event. That would indicate its canon, even if it isnt written down yet... it also likely indicates that he didnt agree with the end of Season 8 either. (I presume you also saw the cats paw dagger the King was holding). Remember, GRRM has been highly involved with this show and its writing/plot.
Viserys I doesn't have a dragon. He briefly rode Balerion in his youth for one, maybe two, rides. Surrounded by kin-dragonriders, he interestingly never bonded with another dragon the rest of his life.

There was some mention in Fire and Blood that he chose never to bond with another dragon after Balerion.
It wouldn't be surprise me otto hightower twisted Daemon's words when he toasted his deceased nephew just so the King would banished him to the Vale to keep Daemon from his brother and from Kings landing.
Literally had to turn my volume up to max and still could only hear them talking
