ATC told the pilot to climb and maintain a certain altitude until further instructions. More engine power is needed in order to climb compared to maintaning altitude which is why the engine powers down a bit.

It's thrust reduction as less thrust is needed to climb compared to takeoff

I would say that’s just the resonance noise from the fan blades at the lower rpm and current atmospheric conditions.
