Imagine if they had their own lines of dialogue. Here are my bits of dialogue for the weird boss heads.
Pin Papu: “I am jus so tired watching yous losers race so slow. I wants to get in on the action here and become the speed champion and prove to all a yous that Pin Papu is the world’s best driver. Pin Papu will move so fast, yous gonna have to munch tracks!”
Komodo Oxide “So, you managed to beat all the other racers on these tracks?! Well, now you will see why I am the fastest racer in the galaxy! I’ll earn the right to turn your planet into a concrete parking lot by crushing you into brick dust! Let’s race!”
Joe Stripe: “What? You call that racccccing? Forget about it. If you’re going to faccccccce Oxide, you’re going to have to get passssssssssst me firsssssssst. I am the sssspeed champion here and I am going to sssssssave the world. For a ssssssizable fee, of coursssssssssse.
Papu Oxide: Well, Papu see puny earth slugs finally collect all trophies to become world champion! What take you so long? Now, Papu prove who world’s best driver in galaxy really is!”

Ripper Roo doesn't need a value for his head since all he does is move his mouth around
this glitch happens because when you select no language you set the value to -1 and all heads and speeches require a positive value to be correct
