It was the DOT that got hit; fourth option- it could be that the truck driver had it in for the guy driving the DOT rig as maybe they're the ones that fined him or suspended his license, and he wanted to take them out.

Back in mid-80’s I fell asleep at the wheel at 10PM on I-87 doing 75 MPH with cruise control on and drifted into the shoulder. Woke up just before hitting a speed limit sign and everything after that. To this day no one can explain how I just got up and walked away from that one. Glad both of them made it through this one, too.
