If there's one DIY thing I don't do is electrical. I always hire a licensed electrician if it concerns anything about the electrical. I'm shocked that the inspector didn't say a licensed electrician must intall this. You are playing with fire young man.
How far away from the meter are you? This lools like a sub panel. Meaning seperste from the meter. I know from my own experience you can not share a ground bar with a commom bar. You must sepersre them. So im curious how far away you are.

Why are you sharing so many lugs? I have wired dozens of panels and I have never had to share ground wire lugs.

8 ft perhaps, just outside the wall and up at chest level.
I bet that's a little frustrating for you, why didn't they find that on the first failed inspection?
