So he decides to commit suicide when he is on top of it, to keep up the promise. That's why he only sends the fax to the navy officers from his own ship.
Not only he keeps the promise of the mother he also decides to convert her bed time story into a reality. He does exactly the same thing what his mom narrated as a story in his childhood, he does everything through out his life to achieve these couple of things for his mom. And nothing else. That's why every now and then he keeps remembering about the mother.
So with all these achieved, Prashanth Neel now makes you think that Rocky was not exactly a full fledged "Villaaaaaain", but has a heroic side too. This KGF2 also changed Chapter 1's story by changing the perspective of Rocky !!!
