Goa has serious issues with its public transport. If you don't have a vehicle here, you cannot move around. Drink driving is surely not acceptable but the lack of public transport sometimes leaves many tourists with no options.

All Rent a car offices sud not give your vehicles to tourists who are 18 years old n for fresh licences holders of 1 to 3 months. Take care of your new cars, so to avoid such things. Do not go only after money.
